Remembering Tom Jarboe:

A Life of Purpose, Connection, and Service

Leadership Southern Maryland joins our region in mourning the loss of our founder, Tom Jarboe, LMd ’06, who passed away on August 5.

Tom lived a life deeply rooted in family, purpose, and service. A United States Coast Guard veteran, entrepreneur, volunteer emergency responder, mentor, and former St. Mary’s County commissioner, he gave generously of himself in service to his country and community. In every role he held, Tom demonstrated his belief that public service is more than a role or position -- it is a responsibility.

That same conviction gave rise to Leadership Southern Maryland (LSM). In 2006, Tom envisioned a stronger, more connected region—one in which leaders from across Calvert, Charles, and St. Mary’s counties would move beyond their silos, build meaningful relationships, and work together for the greater good. Together with Leadership Maryland 2006 classmates Dolores Martin, Patrick Murphy, and Ray Wernecke, Tom inspired other Leadership Maryland graduates to come together to establish our organization. LSM opened its doors in 2008 to an inaugural class of 28 members. Today, more than 700 graduates later, the vision Tom set in motion lives on in the countless acts of service that continue throughout Southern Maryland every day.

Tom’s legacy lives in every relationship formed through LSM, every collaboration sparked, and every act of service undertaken by the leaders he brought together. Every member of the LSM community is part of that legacy.

The strongest tribute we can offer is to keep doing what Tom taught this region to do: come together, lead with purpose, and serve something larger than ourselves.

Teen Leaders Begin Shaping

Southern Maryland

Graduates of the 2026 Leadership Southern Maryland Teen Leadership Academy presented by Stella's Girls (left to right): Grace Colbert (Charles County), Donovan Chesley (Charles County), Isaiah Nwosu (Charles County), Alexander Woodard (Calvert County), Courtland McLaughlin (Charles County), Zavier Bowman (Charles County), Ja'Sani Bennett (Charles County), Armage Hemphill (St. Mary's County)

For one remarkable week this summer, eight young people from across Calvert, Charles, and St. Mary’s counties experienced Southern Maryland as a community they have the power to shape.

Leadership Southern Maryland’s Teen Leadership Academy returned July 27–31 after a seven-year hiatus, presented by Stella’s Girls, Inc. Alumni, community partners, and friends raised enough funding to provide full-tuition scholarships, ensuring that financial circumstances would not prevent promising young leaders from participating. Their generosity sent a powerful message to every student who entered the Academy: Southern Maryland believes in you.

Throughout the week, students stepped beyond the classroom into the institutions and organizations that shape life across the region. They met elected officials and public servants at Charles County Government, encountered the justice system at the Charles County Courthouse, experienced innovation and service at Naval Air Station Patuxent River, and explored college life and career opportunities at the College of Southern Maryland and St. Mary’s College of Maryland.

Guided by instructors Nicole Turner and Kaprece James, MPA, LSM ’25, the students applied design-thinking principles to challenges they identified in their own communities. At the culminating Youth Leadership Summit, they presented proposals to community leaders for promoting youth mental health, addressing gender equity and safety issues in schools, and increasing youth engagement with local government.

Students left the Academy with new friendships, greater confidence, expanded perspectives, and a deeper understanding of their ability to influence the region they call home. LSM gained eight exceptional young leaders who know that their ideas matter—and that an entire community believes in them.

Special thanks to Stella’s Girls, Inc., for designing, developing, and implementing a high-caliber, high-impact program: President & CEO Kaprece James, MPH, LSM '25; Sambrina Kelly (Spier), LEAP '25; Nicole Turner; LaZaria Rickman; and Aeisha Bynum. Heartfelt thanks also to the generous donors whose support provided full-tuition scholarships and opened the Academy’s doors to these promising young leaders (see below). We are equally grateful to the LSM alumni who served as special guest presenters: Julie Oberg, LSM '23; Doria Fleisher, LSM '14; Tammy Loewe, LSM '25; Stephanie Gleason, LSM '12; Steve Cassetta, LSM '22; Joe Mortensen, LSM '16; BJ Hall, LSM '22; Kelsey Bush, LSM '15; Yonelle Moore-Lee, Esq., LSM '22; and Adrianne Mathis, LSM '25. Finally, our deepest thanks to the LSM Teen Leadership Academy Work Group, who developed and ensured successful execution of the entire TLA project: Perliter Walters-Gilliam, LSM ’24, chair; Amber Grabowski, LEAP ’25; Ashley Mowatt, LEAP ’25; and Abigail Thompson, LEAP ’24.
